Concealed Carry Coming To Illinois, Gang Capital Chicago

Guns: An Illinois court has ruled that the Second Amendment means what it says and has ordered the state legislature to adopt a law by June that lets citizens bear arms in self-defense, not just keep them.

On Feb. 22, a 5-4 majority of the 10-member U.S. Seventh Court of Appeals upheld the Dec. 11 decision, which had been rendered by a three-member panel, to address absurdity and inconsistency of Illinois gun laws that allowed ownership of a firearm, but not the right to carry it outside the home. In other words, the "right to keep but not to bear arms."

Because of the decision, Illinois must join the majority of states that have enacted right-to-carry laws.

In the December opinion, Judge Richard Posner wrote that "a Chicagoan is a good deal more likely to be attacked on a sidewalk in a rough neighborhood than in his apartment on the 35th floor of the Park Tower.

Furthermore, Judge Posner wrote, "To confine the right to be armed to the home is to divorce the Second Amendment from the right of self-defense described in Heller and McDonald."

These two Supreme Court decisions affirmed that the Second Amendment right to keep and bear arms was an individual right that indeed could not be infringed upon by the state.

In a 5-4 decision in 2008, Heller v. District of Columbia, written by Justice Antonin Scalia, the Supreme Court overturned the District of Columbia's draconian gun law that barred private ownership of handguns.

Well, they may have to come up with a law, but setting the commencement date and the fees for a CCW could prove quite interesting. New law by June. Effective date? Sometime in 2020? Application fee. $500,000.00 plus proof of liability insurance no less than 1 million dollars. (Just in case your gun sneaks out in the middle of the night and goes on a rampage with other like minded guns.) It would be SOP for the illinois legislators to use some sort of delaying tactic while still complying with the court order. Just a normal day for radical left wing extremist demokkkrat scumbags now known as the “new improved red coats”.

The Illinois legislature (super RAT majority in both houses) are loading up a bill with places you can’t carry. There are so many, that you wont be able to carry anyway.

I’d rather see open carry here.

Before Heller it was impossible to buy a handgun in DC. Now it is only almost impossible to buy a handgun in DC.

Don't look for Chicago CCW any time soon.

I listened to a local “progressive” Chicago Talk show this weekend (nothing else was on), and host Dick Kay said “the Constitution says “right to bear arms”, and there is nothing in it about “right to conceal carry””. Obviously he’s clueless about the first statement trumping the other, but I suspect the Illinios libs will push some false statement such as this to get their agenda passed.

Insurance companies are starting to develop liability policies for gun owners, in case states like Illinois, Colorado, and California, among others, pass laws requiring them.

Insurance industry insiders have leaked the basic parameters of these coverages:

Annual premium: $10,000 for each firearm you own
Coverage limits: $1,000,000 cap per incident
Deductible: $900,000

It looks much better than you imagine. The legislature has passed decent “shall issue” laws in the past that were vetoed by a special “Chicago Home Rule” provision. If the legislature does not pass a law, their laws against carry are already struck down by the court, and Constitutional carry will be the rule.

All the majority of “shall issue” legislators have to do is insist on their way or the highway. If they do nothing, Illinois gets pretty much the same carry laws as Arizona, so it is in the interest of Madigan and company to settle for a decent shall issue bill.

The NRA has said they will not allow for such infringements as “no carry on mass transit”.

I'm already looking at new holsters for CC and like guns & ammo most of the more popular ones are out of stock and on back order(1).

That aside, the IL legislature will screw around with this as long as they can. Scores of BS amendments, 50 at last count, are already being submitted, then withdrawn, then resubmitted. Anything Mike Madigan, D-ChiRaq (all Hail Mike!) and his fricken NAZI puppets can do to screw law abiding citizens around.

But personally I don't care what they do, I have my ISP issued IL FOID Card and I'm 'legal'. So come the 180 Day Deadline the court gave the idiots, commies, and NAZIS (yes that's redundant) in Springfield -- I'm carrying on day 181. That's when 'Constitutional Carry' in IL begins!

(1) I've got one holster made for CC and another for my 1911 style 9mm that's OK with a coat but wanted better ones, but I do need a 3rd for my Colt Det Spl snubby (luv that gun).
