I am concerned about the real nature of a number of these cases. If one talks about mind control, drugging, etc., it sounds wild ... but there is a real history of such tactics in the medical research by covert forces.
Like you, I also wonder if only one person is involved. There were concerns about that in the Brevik mass-murders in Norway.

No, he is not. He's got a solid, thought out plan and killing for a reason. He will only kill others if they get in his way of killing the ones who ruined his name. He sees this as the only way to change what happened to him.
He also says the killing will stop when they tell the truth and that clears his name. So, he has a plan why he has to do it and has a plan to stop.
Unfortunately, if he was wronged, they aren't going to admit it even to stop the killing.
This is a highly trained killer who knows what to do to kill these people. Maybe one of the cops will get lucky and shoot before our professional killer sees him. However, I would bet our pro sees the cop first.
This is really unbelievable - it's a movie in real life.

OTOH, he's justifiably motivated though, and given that he's dealing with a police agency as corrupt, evil and stupid as the LAPD, he might be able to make a good dent in reducing their number significantly. LAPD is already apparently randomly shooting trucks. There are few large organizations out of control as the LAPD from what I understand. Too bad the same can be said about most levels of our government these days.
