Does that curious statement mean that it’s OK to use or photoshop the photo as long as you don’t “promote” or “suggest approval or endorsement of the President, the First Family, or the White House”?

Well, OK, go to it.

I would speculate that they are trying to use to law against spending government money for campaign purposes and conflate it would the copyright laws, in a questionable effort to stop people from making a fool of the Fool in Chief.
