What caught my eye were pages 23 to 118, "APPENDIX A – FIREARMS EXEMPTED BY THE ASSAULT WEAPONS BAN OF 2013"

Listed are lever action guns, side-by-side shotguns, bolt action .22s.

If this so-called assault weapon ban states that it exempts all bolt action, lever action, and pump action rifles/shotguns (page 14 lines 17-20,) then why are they listing specific makes and models of bolt action, lever action and pump action rifles/shotguns that are exempt?

Because they will eventually ban all guns except for that list.

Why include a list of exempted bolt action rifles?

I note that the Anschutz 2013 and the CZ 455 bolt action 22LR rifles are not on the list since they are relatively new models. That tells me this list was compiled a number of years ago. I would bet the list was made in 2008 and now dusted off for introduction at the start of Obama's second term.
