Boehner and some high ranking Republicans should consult with some top notch constitutional lawyers to see if they can get the ball rolling

Boehner and "high ranking Republicans" are part of the problem. The House should be de-funding agencies left and right at this point and waging all out fiscal war. Instead, Boehner replaces CONSERVATIVES in key rolls and bashes Republicans harder than he does democrats.
Boehner is bought and paid for, he IS part of the problem.
