He's not going to give them the option to decide in or out. What he WILL give them the option is to decide whether they like his proposed "new relationship" or not

Britain is heading for a mistake in choosing to have a "Norway-style" relationship with the EU - Norway has no representation in the EU parliament yet must follow its directives in return for getting access to the common market. Norway relies in the UK to push it's (Norway's) opinion in the EU

The fact is that the UK and the various continental economies are tightly tied

If the UK breaks completely away from the open market, instantly a lot of business would leave London -- it works as the financial hub for much of Europe (to Paris' chagrin) and without the access to the single market, this will move to Frankfurt or Paris CDG. Consider this as similar to Hong Kong providing privileged access to the China market
