Rep. Luis Gutierrez: Met with Sen. Marco Rubio, Rep. Paul Ryan on immigration reform

WASHINGTON — Rep. Luis Gutierrez (D-Ill.) is quietly building bridges with two key Republicans who may run for president in 2016 — Sen. Marco Rubio and Rep. Paul Ryan — to forge bipartisan immigration reform legislation.

While Congress is consumed with highly partisan fiscal cliff negotiations — and with the ever-polarizing gun control debate revived in the wake of the Sandy Hook school massacre — immigration issues have dropped back for now. But after the new Congress convenes in January, that’s expected to change.

I’ve learned that Gutierrez met Thursday with Rubio, the Florida Republican — and son of Cuban immigrants — in his Senate office here. On Dec. 12, Gutierrez huddled with Ryan — the Wisconsin Republican who was Mitt Romney’s vice presidential running mate — at his House office.

“What we did was just kind of catch up,” Gutierrez told me. Ryan and Gutierrez decided they want to “explore opportunities to work together.” Gutierrez, one of the House leaders on immigration issues — who has kept constant pressure on President Barack Obama to do more — is crossing the aisle as Republicans need very much to woo the fast growing number of Hispanic voters — who in large part rejected the Romney/Ryan ticket.

After the election, Gutierrez saw Ryan at the House gym and suggested they get together. Gutierrez did not pump iron with Ryan, who has an intense workout regime. “I was going to the less physical, less ardous workout,” Gutierrez told me.

Despite campaigning against Ryan, Gutierrez has a personal relationship with him and when it comes to immigration, Gutierrez says Ryan “wants to do the right thing.”

That Romney talked about “self-deportation” — and Ryan was part of that ticket — is not an issue for Gutierrez.

Not well known, Gutierrez noted, is that he and Ryan share some history: In 2005, Ryan was a co-sponsor of bipartisan and bi-cameral comprehensive immigration reform legislation carried in the House by Gutierrez and Rep. Jeff Flake (R-Ariz.). “It wasn’t like it was a long line of Republicans supporting it. He’s always supported immigration reform,” Gutierrez said.

The measure was sponsored in the Senate by Sen. John McCain (R-Ariz.) and the late Sen. Ted Kennedy (D-Mass.). That was the last time lawmakers crossed the aisle to work meaningfully together on immigration reform — and that mighty effort failed.

Ryan’s spokesman, Kevin Selfert, told me Ryan has worked with Gutierrez “in the past to develop bipartisan solutions that would address our broken immigration system. Among the topics discussed during their meeting was how best to build on these past efforts in the 113th Congress.”

Gutierrez declined to provide details on the Ryan and Rubio meetings.

“I had a good meeting with Sen. Rubio and I look forward to talking to him against early and often in the New Year. As I have said, he can play a very important role on the immigration issue and will help the Republican Party address the immigration issue in a productive way, in a way that resonates both with Latinos and the rest of America,” Gutierrez said.

Alex Conant, Rubio’s spokesman confirmed but declined to elaborate on the private meeting. Rubio is deeply engaged in immigration issues and “he really wants to be part of the solution here,” Conant said. Besides meeting with Gutierrez , Rubio has also talked with Ryan about immigration issues.

FOOTNOTE: Gutierrez — who stumped for Obama and spoke at the Democratic National Convention — is concerned that Obama has not met with the Congressional Hispanic Caucus since May 2011.

While Obama last June issued a much welcomed executive order allowing many youths in the U.S. illegally through no fault of their own to stay here — Gutierrez is speaking out as many of their parents are being deported under the Obama administration. Rubio — who was working on his own immigration proposals — was “disappointed” that the Obama White House did not “seek out his advice” before issuing that executive order, Conant said.

KTLA-LOS ANGELES -- A new report reveals millions of illegal immigrants are getting billions in IRS refunds, leaving many Californians asking how, why and is it true? According to the Center for Immigration Studies, in the 2010 tax year alone, undocumented workers received over $4 billion from the US govt.

As it turns out, a valid social security number isn't needed to apply for an IRS refund. "If you don't have papers in this country and you are working, you can apply for an ITIN number and then you file taxes," Luis Salazar, of Salazar Tax Services explains."If you quality for a refund, you can get money back," Salazar says.

Since illegal immigrants can't qualify for legitimate social security numbers, back in 1996 the US Treasury introduced the Individual Tax Identification Number, or ITIN. Salazar says he sees thousands of US dollars returned to his clients who are from out of the country. "You can claim your daughter, you can claim your son, you can claim your grandfather, grandmother," he explains. "You can claim your mother, you can claim your father, you can claim nephews and nieces. Almost everybody besides cousins."

And that's how the money is banked -- all through the Additional Child Tax Credit, which grants families $1,000 per dependent. That's also where the scam can come in. The people who you claim should be living in the US with you, but Salazar says that some undocumented workers claim family members living across the border. Unscrupulous tax preparers are filing fraudulent returns getting ITIN clients thousands of dollars.

One report found an undocumented worker claimed 20 relatives as dependents under a fake address and took the government for a grand total of $29,000.

Salazar Tax Services insists that every claim they file is above the board. But they also say that not everyone chooses to be money smart over greed."I give you the option, like it's not correct, but if you want to claim it's up to you becasue you're the person in charge of your taxes because you're signing it," Salazar says.

All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

Hardly, I always vote for the most conservative candidate on the ballot.Much of the time they do have R behind their names.

What I am saying however is that once you meet Rubio, the man, hear him speak in the same room, live, and get the feel for what he is about, it's hard not not like him. His mentor Ileana ros Lehtinen was my congress person for years and Rubio is now my Senator. I'll take him any day over many others.

Walsh a brilliant immigration scholar and former govt. immigration lawyer.He asserts that the number is more like 36 million with 2 million visa overstays. Maybe a few went back home due to theobamba economy so maybe its down to only 30 million. Still a long way from the acknowledged 8-12 or 12-20 million figures commonly used.
Even worse is the multiplier effect from anchor babies. First an illegal(not one of the rocket scientists either, average intelligence of border crossers from mexico are fourth grade) comes to the us when she is 8 and 9/10 months pregnant, has here anchor baby here and who knows how many else are on the dole in no time at all.
Its all one more scary scenario about how we can lose a country without even trying in less than eight years.

A precedent exists for what is happening to us. The Roman empire referred to in Daniel 2 in the Bible explains it pretty well:

The precedent for the numbers lie is when Reagan offered amnesty for 1 million and it turned into 3 million quickly. Or, something along those lines.

The best approach, IMHO, is to preemptively propose an all-encompassing immigration reform bill first - before the democrats have a chance at their own. It should contain some provisions that are universally liked, that can be used to whip the democrats publicly if/when they oppose it, and the rest of it should make citizenship a prize that cannot be obtained illegally.

I would put in a provision that states, ‘anyone who enters the US illegally, or illegally overstays their visa by more than 1 month, is fined at a rate of $100/day for every day they are in the US illegally. Thereafter, they cannot apply for citizenship unless this fine is paid before they apply. Any tax on income earned in the US that was not paid will also be due before one can apply for citizenship. Further, any evidence of record fraud would automatically preclude citizenship, forever (if you ever used a fake SS# or any other forged documents), and any assistance in record fraud by an American citizen will result in either a $100,000.00 fine or a year in jail for that person - mandatory. This is just a start.

Rubio is what I like to call a 'nouveau' republican. He talks a good game but his votes betray his speeches. Another problem I have with Rubio is his loyalty is to his heritage, not to America. As a second generation immigrant, I don't understand it. My family came here for a better life because America was the antithesis of all that was wrong with the Country they were living in. My people were anxious and proud to assimilate and become Americans. If you read Rubio's outline for his plan, he even shortens the requirement to learning 'some' English!

I am not ready to turn my Country over to people who have no respect for its laws, its history, its people or its war veterans who fought to keep it what the founders envisioned. At this time, I feel I have no representation and wonder, why am I even paying taxes? Rubio is part of the problem! Any legislation that legalizes the status of those who broke our laws by entering our country illegally and allows them to stay and work here is amnesty. We must not only prevent the Democrats and some moderate Republicans from hijacking the meaning of the word amnesty, but the public must be made aware about the true impact of an amnesty.

The Heritage Foundation concluded that the cost of amnesty would be $2.6 trillion just for increased entitlement program costs. And the number of additional LEGAL immigrants who would join those who were the recipients of amnesty through chain migration, i.e., family reunification, would approach 70 million over a 20-year period, assuming there are only 12 million illegal aliens. We cannot assimilate such numbers. An amnesty would destroy the United States of America with the stroke of a pen.

Many Cuban/Americans hate Communism more that we ever could.

With many of their relatives living under the gun of Fidel/Raul Castro,(the castro brothers) they know first hand what its all about. For them communism is a reality that they want no part of.

We bring in 1.2 million LEGAL immigrants a year, more than the rest of the world combined when it comes to legal immigration. We also have 900,000 foreign students in our universities. Many of them who earn advanced degrees actually are allowed to stay here.

But that begs the question. In this nation of 315 million, do we need to import more people with MBAs and doctorates? We have 23 million Americans looking for fulltime employment. About 50% of college graduates cannot find jobs in their fields. Shouldn't we be doing something to produce the people we need with advanced degrees? Why do we need to import them?

It looks like I am going to have to give a donation to "Numbers USA" .

I hate to give to lobbying groups as I feel charities like the Salavation Army can use what little I can spare, but this seems like a justifiable expense. I already donated to the NRA.

You are correct about educating our own citizens. However, we first need to stop bringing in tons of people who have no education and no job prospects, and start controlling immigration so that immigrants are more desirable members of our society.

Also, if we are not producing enough engineers, there is nothing wrong with bringing in new citizen engineers who will pass this professional approach down for generations.

Sadly, no one is talking about any of this. It’s all glop about some wonderful lady who makes great tortillas every morning, and isn’t it great if she and her family can stay here. Our nation is sunk with a stupid approach like that.

Now, its better to enter US in tourist visa and over stay, then one will be illegal and it will be fastest way to get Green Card and Citizenship. I hope they make it free also, because currently, it is very expensive.

Yep, that’s 11 million more looking for jobs or taking jobs and one need only to look at New York city to see where the rest of the country is headed. A friend of mine works in construction (and was born here)and can’t find work for s**t. Yet go to any construction site in NYC and most of the workers are Mexicans as are most who do road work and bridge repair. They hire them to keep costs down which drives the unions nuts which is why you see inflatable rats all over NYC. This is what our Despot, I mean Mayor Bloomberg supports. I’m not a fan of unions but to give jobs to people who AREN’T EVEN SUPPOSE TO BE HERE over people who were born and grew up in NYC is absolutely disgusting and borders on treason as far as I’m concerned.

BTW, I received a clipping from the Des Moines Register (Jan. 12). The Latino affairs commissioners appointed by Gov. Terry Brandstad asked him th reconsider his policy barring drivers licenses from children brought to the U.S. by parents who are illegal aliens.

This is absurd. Hope Brandstad does not cave. Now the Office of Latino Affairs, a division under the state's Department of Human Rights wants to meet with the governor. Why should there even been these special concerns for Latinos when so many of native Iowans are out of work or facing foreclosures.

The “11 million” new Obama voters will, like almost all Govt numbers be woefully incorrect. After “free Amnesty” passage of the “Dem Party In Power Forever” bill, the number of illegals will “unexpectedly” turn out to be at least 30 million...plus the bill will likely be a 2,000 pager which Congress has 3 minutes to read prior to the vote and will also bring in the illegals’ extended familie members (another 50 million).

Collapse the System....or if not, between 30 to 50 new Obama voters plus voting fraud and the Dem core voters (Liberals, welfareites, felons, dogs, cats and the dead), the USA will be a corrupt, oppresive police state dictatorship for our lifetimes.
