No, that's not what he's saying; he's saying that the two planes crashing, one right after the other, meant that it was not an unplanned/random event, but something that was planned. Indeed there was planning involved, at least on the side of the terrorists... that is the point.

I re-read the article and while I understand what you're saying, I still see it in the context that he thought 9/11 was part of a (grand) conspiracy.
And that's really what the article is all about.
