Just a simple statistical question, how many of the guns used by convicted criminals were legally bought by those same criminals? If the percentage is what I think it is, what would this effort accomplish OTHER than adding to the government control and cost of the transaction? Would it have stopped this crime?

That's the whole point -- building a national name list. A national registry of gun owners, of people to be rousted at 2 a.m. and subjected to an intrusive search (wreck the place! -- tear it apart!!) for firearms when they don't turn theirs in.
Door to door to door -- do it the hard way. No media. Just a mob of uniforms at every doorway, waving a "warrant" from a pet judge, for the admiralty-law "arrest" of any-and-all "John Doe" offending firearms, and their immediate civil forfeiture under pain of arrest for interfering with officers.
