Don’t know what the “OFFICIAL” theory is but I do know you could carry the lighter M-16 a lot further, along with a lot more ammo and then there is the “Spray and Pray” Tactic.
I wish I could buy an M-14 off the shelf... (that was my favorite Rifle).
