How does California expect the homeless to re-charge their cell phones...if they have no home (and, presumably, no car)?

Will they provide free re-charging stations on the street corners adjacent to the liquor stores or the overpasses?

I’d say a ready made market for Obama’s solar cell buddies. If Solyndra coulda only hung in there a bit longer.
