At the World Conference on International Telecommunications currently meeting in Dubai Dec. 3-14, a group of Arab states along with Russia and China proposed that nations strictly control Internet companies, leading many critics, especially in the United States, to charge that the proposal would severely hamper Internet freedom.

nations with totalitarian forms of government, such as Russia and Muslim nations, have also insisted that strict limits be placed on access to information on the Internet. These proposals have gone nowhere, in spite of support from the United Nations. But now the nations that want the restrictions are using a different tactic by pushing to place the entire Internet under the control of an international labor union, the International Telecommunications Union.

"Legal" and "threats" vary by country. For example, if you post your beer marinated bacon recipe along with a comment that maybe Russia should have another choice than Putin and his sock puppet, you've probably broken the laws in quite a few countries and made one "threat". Should there be sanctions against you (or JimRob) for posting that, or should it solely be the responsibility of the viewer?
But I bet the bigger reason for this push is not to limit access to information, but to put the squeeze on companies like Google to pay a toll on each country's internet connection.
At issue is freedom of information access. Totalitarian governments such as those of must muslim countries, along with Russia and China; and increasingly authoritarian ones such as ours benefit greatly from restrictions in information flow.
Those governments insist the information they impart to their masses is all the masses need to know and understand. Information beyond that would only confuse them.
What this UN-control movement believes is your access alone to information deemed not in their interests IS threatening in and of itself.
The only difference between the US and Russian positions is WHO gets to control.
Okay—at least what you are saying is making sense, in a way.
