The Egyptian army has set up barricades outside the presidential palace, after ordering protesters to leave the area.
It follows violent overnight clashes between supporters and opponents of President Mohammed Morsi that left five people dead and 644 injured.
Most protesters left the palace by the 15:00 (13:00 GMT) deadline, though some opposition activists remained.
Meanwhile, Egypt's top Islamic body has called on the president to suspend his decree claiming sweeping powers.
The Al-Azhar institution also demanded an unconditional dialogue between the president and his opponents.
The BBC's Jon Leyne in Cairo says this move by one of the most respected bodies in Sunni Islam has put President Morsi - who was largely brought to power by the powerful Islamist Muslim Brotherhood - under more pressure.
But he adds that it is difficult to see what compromise is possible between President Morsi and the opposition.
Mr Morsi is expected to address the nation on Thursday evening, although his statement appears to have been delayed.
The president adopted new powers in the decree on 22 November, and stripped the judiciary of any power to challenge his decisions.

.... While Egypt was unable to supply medicine to the victims of the crash at Assiut,it has sent millions of dollars worth of medicine to the Hamas-controlled Gaza Strip. How about making sure the hospitals in Egypt have enough medicine to treat Egyptians? Morsi is not governing the country for the benefit of its citizens. He is using it as a platform to implement the objectives of the Muslim Brotherhood....
Time for the Egyptian Army to take over and establish order.

A military government may not be ideal, but a republican form of government is unworkable in a Muslim nation.
If that was Mubarak still in there the headline would be "Mubarak Killing His Own People, UN Outraged".

Y’see, without an angry mob raping journalists of both genders, the MSM can’t get behind an uprising.
A military government is also unworkable, but at least it results in lots of dead Muzzies.
What moderates? The radicals are in charge, put there by our very own Barrack Hussein Obama.
You can’t be “moderate” in a situation like this. Morsi and the MB are trying to crush the rest of the country (the secularists and the Christians) and there’s no such thing as moderation when somebody is trying to kill you.
The journalists were actually forced to leave the square this morning (our time, afternoon their time). Morsi’s forces specifically made journalists leave, which is never a good sign.
And the journalists being raped earlier in the “Arab Spring” were being attacked by the MB forces who were opposing Mubarak. However, they were rescued by the police or soldiers in the forces loyal to Mubarak.
Now, you don’t even seen any women among the protesters or the journalists, because apparently the MB decided that rape is a legitimate tactic against their opponents, and women are afraid to even go out and join these demonstrations because they have no protection now.
