The “cares about people” is a typical liberal voter. It's all about feelings. They really believe the government should “care” about them and in literal terms the government should take care of them. The real world must be a scary place for them.

I remember talking to a colleague back in the clinton days. He had this look of shear terror thinking that the government wasn’t going to take care of him. Utterly pathetic. He was a registered Republican too.

Yes, and that works in advertising too. People base many important decisions on feelings and emotion: selection of a marriage partner, naming children, color and shape of things they buy, travel destinations, etc.
