Probably the only semi-”acceptable” way to make the populace suffer too (without making them “collateral damage” via dead bodies). Until the population at large sufferes enough, they will allow rockets to be fired at will. On the flip side, they already hate Israel enough that instead of trying to negotiate a way to stop suffering, they will chew on the “cyanide pills” and back the rocket goons.

these helicopter UAVs with stabilized sniper rifle turret.
Keep Hamas leadership looking over their shoulders.
Meanwhile, also destroy cell towers. Leave the Palis without power and without communication. Make the lives of people miserable for week after week.
