If you’re a celebrity like Karl Rove, you’re going to end up posing for thousands of pictures with people you don’t even know, just because you’re at a function and someone comes up and asks to have a picture taken with you. And you’re even more likely to accept if said fan sports a pair of DD’s like Ms. Broadchest.. err, well.
She does fill out her uniform quite nicely!
It's pretty obvious by the way it is written. Take the following paragraph, for example:

I don’t believe Paula is subject to the same financial constraints of the normal grunt, nor does she have to wait in line for anything.
She's is indeed very fit, and fills out her uniform very amply. If she also has the outgoing and confident personality that I expect she does, then I can easily see some alpha-male general wanting to reconnoiter her beachhead.
