Cuomo and Floomberg are not being partisan, and surely have no political animiss toward Obama, they are just incompetent due to their inflated egos - quite common with New York politicians, and from which they build personal government machines that insist on each having more control yet often the official authority is said to be split between them

a private owner holds a 99year lease on the property, and if he could have just done everything as best and efficiently as he good, new buildings there would have been completed and rented out long ago
but the property is owned by the Port Authority of New York & New Jersey, a mega, unrepresentative bi-state agency controlled (split) by the governors of NY & NJ
but, the ground zero redevelopment is supposed to be controlled by a New York City-New York State redevolment agency
but, its board represents the New York Governor’s office, the office of the Mayor of New York, and other city and state agencies as well as the two chief executives,
and a lower Manhattan redevelopment agency also is involved
and all of them have demanded their say
amd all those egos and all the divided & mixed authority and responsibility over the Ground Zero site is the reason construction at the site is only now showing some great progress, more than eleven years after 9/11
so when the article says that FEMA is getting more cooperation in New Jersey than in New York, I don’t see Christie seeking Obama’s good graces, I see the typical New York egos and incompetence
