FEMA was created in 1978. Its primary purpose was to coordinate the response to a disaster that has occurred in the US that overwhelms the resources of local and state authorities. The governor of the state must declare a state of emergency and formally request from the president that FEMA respond to the disaster.

FEMA was never intended to put people in highchairs and feed them food and water. In the real world that's for the locals to do.

How could federal outsiders know better than locals how to help?
