In fact IIRC, didn’t a bunch of Senators write a letter to nobama and/or Hitlery this past summer saying forget it?

They need two-thirds of “those present”.
All Dingy Harry needs to do is call a meeting of 51 Democrat senators, convene a “Senate session” with his minimal quorum, and get 34 to vote to ratify.
