My guess is organizational snafu. I have to wonder if this is indicative of the state of the campaign. The numbers look horrible, so they overspend on ads and don’t have enough money left to pay organizers to handle the nitty-gritty aspects of publicizing events like this. Maybe they had so many volunteers in 2008 that they never figured on having to pay people to organize events.
