This seems awfully silly. NYC doesn't need mobile fuel stations. They simply need power to be restored to existing fuel stations, and new fuel supplies brought to stations that have run dry in recent days.
What am I missing here?

You are missing the politics. After the derecho hit WV last summer, there was not a drop of gasoline in many locations, but not a single person in Washington gave a hoot.

Correct and you’d think that mobile generators would at least do the trick of getting power to the pumps, etc so that they could function.
