Very often an indication of crackpottery. Quite likely. However, it would be an explanation (though others exist) of why security was intentionally left lax, why no support was sent in, and why forces on the ground were ordered to stand down. In that scenario, the CIA guys who defied orders would have disrupted the scheme by turning things into an actual "hot" firefight.
