Well it looks like he wasn't actually at the embassy but at the Benghazi consulate. Consulates are branch offices of the embassy, they usually don't have anywhere near the same security as embassies. Some do, but most don't.

Some do, but most don't. Why was the Ambassador at a consolate on 9/11? Especially when there were signs of unrest?
