12 year old Suzie just had her first period. Medically this is called Menarche and she is uncomfortable with it. But she wants to be with her friends, many who have also just started. She tells her mother she wants a sleepover with her friends and her mother thinks this is a good idea.
Suzie and her friends are having a good time, but she complains about her period and says she's not happy being a woman if she has this. She tells her friends that she has heard you can get a Sterilization Free if you see the School nurse and this can cure a host of problems and make you freer sexually later in life.
The other girls are excited and they make a pact to have a Steri (Sterilization) party after they see the school nurse and all have it done together.
The school arranges a bus and it is done.
Suzie is morose the next day and does not want to get out of bed. Her mother asks what is wrong and Suzie says falsly that it is just a bad period. Suzie's life has changed and she's just starting to know it.
A week later, a bill for Suzie's sterilization comes to her house. Her mother opens it. The letter states that Suzie's health insurance is supposed to pay since it is the law of the land.
Since Suzie is her only child from a husband who has passed away, she is devastated. Suzie and her mother do not have a pleasant chat.
Suzie soon learns she is very popular with the boys. In fact, she is so popular with the boys that she catches a nasty venereal disease. The only problem is that she has been promoting Steri parties in the promotion of her "lifestyle" and her new "Freedom". Many of the boys catch the nasty and it spreads like wildfire before Suzie finds out.
Suzie does not want to become unpopular and will not report her contacts to the health department worker. Despite assurances of confidentiality, her mother finds out. Suzie and her mother do not have a nice chat again.
All of us need to tell Obama how happy we are as parents to have our girls sterilized without our permission. We need to tell him how happy we will be to have those bills come especially when the surgery is botched and our girl is in a casket.
How do we tell Obama and the Democrats how Happy we are?

Can’t tell if they are serious or just joking (my hunch is the latter), but I’ve never seen girls this young even considering such a thing before.
So, what kind of paraphilia is this one?

More likely is that a doctor could convince the girl to be put on persistent endocrine disruptors: patches, implants and injectable hormones which will shut down their healthy female physiological functioning for a month, three months, a year, longer (depending on the number and size of the implants.) The parents themselves might want this. It's happening already: (chemically) spayed girls, barely adolescent, whose parents thereater don't give a flip about their integrity of body or soul --- as long as they don't become pregnant --- and are more or less content to have them casually violated by anybody who comes along, or stumble through their teen years as sexual spittoons.

Will states have any rights to regulate sterilizations or sterilization providers? With Obamacare, I doubt it.
I also think of how, a while back, suicide discussions came into the schools and how student suicide rates went way up as a result. It was a very liberal/progressive idea then and this is another big one now.

The question here is who is mandating that ALL sex somehow be regulated?
The details prove the fact that the Obama administration wants more than anything to tie our sexuality down. If they have a hold of our sex organs they believe they have got us where they want us, enslaved to the state.
Obamacare was not designed to give us free healthcare. It was designed specifically to enslave us. Look at any part of the mandate and you will see it does not allow for freedom, but restriction with the beneficiary being our federal government.

I hope that 'Steri' parties never happen, but in this Brave New World that the Liberals and Progressive have built, I wouldn't put it past happening.
As for the individual level, I can imagine it impacting impressionable and unthinking youth. And I can imagine it impacting family relationships and I can foresee VD rates going further up instead of down because of it.

In this case it is not covert, the Administration has made the Sterilization policy known through the HHS Secretary. It is not 'Unknown' and it does affect the nation as a whole.

Your "conspiracy theory" is null and void because for starters, conservative women are not going to want to be sterilized and would never consider it. Most were raised right and have enough sense not to have it done.
The handful of young women who might want to be sterilized under this law are most likely liberal/feminazi's/democrat anyway and if they are so stoopid to have it done..well good riddance from the gene pool anyway. In a nutshell this law is going to thin the ranks of democrats/liberals more than conservatives...so no conspiracy theory.
