I thought maybe the Dem's were keeping him at home and making him study since he is going up for the debates.. Yep, and when Romney announced Ryan as the VP, Axelrod called Biden The Slow and told him to forget it... he's screwed... and get back out on the stump.

The reason Biden got the V/P gig ... they didn't want someone on the Obama ticket who might be perceived as smarter than Obama. They had to dig real deep (using that criteria) and came up with Joe Biden.

This guy is a wealth of gaffs, but this one may have been purposeful. Agreed but I think for a different reason than what you state.
Biden is uttering these gaffes on a regular and consistent basis. I'm thinking that he's, either on his own or instructed, building a case for resignation due to medical reasons by uttering these documented stupidities.
Perhaps he can join JJ Jr at Mayo and exchange recipes...............
