I am sure that there is plenty more that I still don’t know, and I would like a full-time scholarship to go to a country-club college forever, surrounded by comely and willing young women, and with an endless supply of beer.

Which is the rub: far, far too many students don't want to put forward the effort to be educated - and if they're not willing to be educated, their capabilities are irrelevant. That famous 8th-grade test from a hundred years ago was not for graduating from 8th grade, but to enter high school. If you didn't demonstrate on the test that you would benefit from a high school education, then you didn't go.
Similarly, it used to be that if your test results and grades were not good enough for college, you just didn't go. Most people didn't go to college.

Vice President Joe Biden at the NAACP conference says that "Children should be educated to the degree they are educable." A noble idea at first glance.
However for those of us familiar with Uncle Joe we know that what he is suggesting is that all children should get as much education as they desire at the public expense.
Of course as those who have been paying attention already know is that billions of dollars are wasted every year on government subsidized higher education.
Thousands upon thousands of students receiving government subsidized education drop out of college wasting government money and leaving the student most times with useless debt that they will struggle to pay or in many cases default on the loans leaving the tax payer to pick up the tab.
Just what this country needs; more useless debt INVESTED in failure.

John Derbyshire recently got in trouble for writing, among other things, that repeated intelligence testing has shown that about 40% of black American have an iq under 80 - a level below functional literacy which no amount of schooling can overcome.

Yep, it’s called, “Goal based education”. The Obama administration wants to take the theme even further and make 11th and 12th grades optional, putting students directly into union apprenticeships, without graduating or taking any test. This would allow them to put former gang bangers in jobs as apprentice law enforcement, border patrol, health care workers without any testing or a high school degree, not even a high school equivalency test.
