“Stroke of a pen. Law of the land.” If Romney is elected, he should immediately announce that this Obama edict is thrown out and announce that his Energy Dept. is opening the door for bids.
Even better, he could announce that he is shutting down the Energy Dept. that has done nothing but bloke our energy independence and feed the coffers of our enemies in the Middle East.
