As soon as dems get their way, they declare the issue ‘settled’.
Nothing is ever ‘settled’ until they have a total win - at which point they don’t want any discussion of the issue - ever.
The GOPe knew that this issue was embraced by both parties, and that it would be settled in 2012 no matter who won, or 2008 if they could have gotten Romney into office back then.
