I found another article but it's not substantially different. It does say he was driving erratically on the shoulder and passing motorists called police. He crashed before they arrived.

People will just get into evasion mode or armed defense posture when they encounter street gangs; be they cops or MS13.
Hard to tell the difference these days except for the equipment and the haircuts (the cops are better-equipped and have that buzz-cut).
I’m fortunate enough to live in an area with not enough cops. One drives past my place nearly once a year.
Damn, it feels good to be free.
I’m reminded of that every time I visit a place with ‘enough’ cops.

the cops applied pressure points to his ears and armpits
When those points are pressed hard it's an automatic reaction to pull away,
and it seems these police use this tactic to force a reaction to claim resisting.
