They mostly do not have the money. They make a "contract" with the coyote or snakehead(people smuggler) to work and have the money taken out of their pay from whatever job they have lined up.
Keeps them working cheap and less chance of a runaway because they smugglers will then go after their family back in the homeland.

So you mean when each pay day, comes smugglers are staking out , businesses across town with debt collector enforcers who will either get their money or make something bad happen to their client sending messages to others of what happens to those who do not pay up.This is what goes on in Mexico.I do not know how they come to the the conclusion, this is a better life.The interest alone would take about a decade to pay
