They do, if you are an American you cannot be in the U.S. for more than 38 days a year. A foreign national has 4 months.

This is manufactured outrage by the left to foster laws that will raise barriers for those who attempt to flee an oppressive Obama regime. Can't have the citizenry thinking they can get out from under the heel of the government.
