In old USSR one needed a passport (or a photo ID, issued by many employers and bearing minimal security features) to buy airplane or inter-city train tickets. I don't know what was the purpose of that since the ID was never checked against a database and tickets were sold to anyone. Probably that was a leftover from Stalin's times, where a citizen was essentially confined to his prescribed area for life and work. To compare, in the USA today a person needs an ID to buy alcohol or tobacco - that was not required in USSR. The internal passport was simply a standard ID that everyone had, an easy thing to ask for and to check. The USA is probably unique in the world in having no way for a citizen to prove that he is a citizen. It is not necessarily an advantage. Currently the USA uses SSN and driver's licenses as IDs, but they are not reliable (just look at the President if you can take the pain.) Canada, for example, issues citizen IDs (a plastic card.)
Travel as such in USSR was not restricted since Stalin died in 1953. Certain areas of economy actually depended on mobile workers. There were no searches on roads (except if the police was looking for an escaped criminal, I guess.) One could drive from the border with Poland all the way to Vladivostok, as long as your SUV can take it. There were no searches anywhere else, as matter of fact, unless a police officer is arresting you for a reason.
If this story is true then we are already less free than in the old USSR. The only freedom left so far that USSR couldn't match is the freedom to leave the country. But as we know the government is working on restricting that and making a passport into a privilege.
Also note that USSR's requirements for an "exit visa" were also supported by near impossibility for a common Soviet man to get an entry visa into any country that is worth visiting. This can happen to US citizens overnight - as soon as they are no longer welcome abroad.

This vid is three months old or more....I was in Wash DC in February and pointed it out to 2 congressmen (Steve Austria and Steve Stivers). Neither had hear of VIPR and were pretty pissed when I showed them the video. They both said when funding time comes it should be sliced....

Scared? Anyone who isn't already "extremely" pissed off isn't paying attention.....
They depend on intimidation. A mom of three, with kids in the car, may well know that her car cannot be searched without a warrant or a specific suspicion. However will she run the risk of being abused, shouted at, guns waved around, kids scared, everyone prevented from leaving for a long time, and so on?
Tyrants always target weak and defenseless first. There are tons of examples. Hitler started his euthanasia projects with killing psychiatric patients - and there was a large ad campaign about how much it costs to feed them and how little is gained. Of course he then switched to other categories of people.
In the USA your local tyrant will threaten you with layoffs in your town's police and fire departments unless you cough up additional taxes. The meme "for the children" is universally used to push any evil agenda through.
In this case an unprepared traveler is caught in a carefully prepared dragnet. There are armed people all around, there are vehicles, communication, support - all that against you personally, who has none of that. You are massively overpowered; even if they let you go it's not because you told them to get lost - it's because they decided to let you go. There is a huge difference. Your rights are violated the moment they attempt to stop you.

The state DMV or state public utilities commissions have been doing commercial truck inspections for years......not federal flipping agents.
VIPR is intended by TSA (on their website) to extend to bus stations, passenger rail and passenger water traffic....again, I say federal flipping agents only this time checking people...the feds in intra-state policing. You’re correct. In the video, the TSA seems to be working in conjunction with local authorities who are not pulling vehicles off the roads, but are inspecting trucks and commercial vehicles, which appears to be at a weigh station inspecting tractors and trailers. However, I don’t know the ins and outs of commerce traffic inspection so I can’t say if they violated laws and none that I see in the video.

You need to show ID to buy an Amtrak ticket these days.
You may be asked to produce ID when the conductor on the train collects your ticket.

Yet the crickets chirp. America, as a people, has lost its backbone. The spirit of Liberty that so filled the hearts of our founding fathers and the thousands that spilled their blood for the foundation of this nation has grown distant. My personal belief is that it is directly related to how this nation has become filled with hubris in place of the spirit of Liberty. America has grown fat on the teat of public entitlements. The majority of americans are reliant on the government in some form or another, and essentially 50% pay absolutely nothing in support of this nation.
Our borders are wide-open for illegals to come and turn cities into extensions of the 3rd World countries they came from. Criminals are slapped on the wrist for serious crimes.
“Our President” was without a doubt indoctrinated/groomed by radicals wo endorse complete communist rule. I don’t think TSA was doing any searching. The Troopers were doing drug dog searches and inspecting cargo on trucks at weigh stations. TSA was asking truckers to be alert for suspicious activity. A total waste of TSA man hours and outside of their jurisdiction in my opinion, but they weren’t stopping citizens and searching private vehicles in that video.
I’m not too concerned with this. I’m viewing these checkpoints as being an additional potential barrier between my family and the zombie horde.
I saw one last week. There are unmarked BlackHawks flying over southern NM several times a week.
The question I have is, assuming some setup like you describe (families's vehicles being emptied at a "checkpoint") was in progress, and a "lone gunman" came in shooting; what would the response be? Among the general public? Among the conservative, like here on FR?

Never consent to a search without a warrant. Ask if you are under arrest, and if not, refuse the search. If you are arrested, ask only what the charges are and contact a lawyer; say nothing to the cops without legal representation.
I won’t argue with them, but neither will I answer their questions unless local law enforcement are the ones asking for ID. Without probable cause Federal law enforcement has no constitutional authority. JMHO.

Spent a great deal of time in Moscow in the mid-90's and was just recalling this too...how they spoke of it and how much they loved not having to do it anymore when I was there.
They said it could take weeks or longer to get approved to visit a family member in another city.
