Mostly because of where it was found, the 10th PD District. That area isn't exactly 'hippie-occupy-anarchist' type territory. But it IS the territory of Blacks and Hispanics and all the Gangs that are there. And likely home territory to some Black Panthers too.
So finding these kind of Bio Weapons in that kind of area sure looks 'a bit' out of place. Like it's a tad above their IQ level to come up with an idea like this. Guns and knives yes, Bio Weapon 'Feces Bombs' no.
