IMHO, Rubio is saying that America is 'exceptional' but needs to be run by globalists.
According to him, we are greatly affected by what goes on around the world. And the purpose of [such globalist] institutions we established was to spread peace and prosperity around the world.
This is where the ideas of globalist politicians (lapdogs of multinational corporations) fall flat. Exporting merely peace and prosperity - to all nations, including nations that describe themselves as enemies of America - without first ending their hatred of America will NEVER produce peace and prosperity that does not also come with attacks on America and Americans. For a nation to aid and abet it's own enemies is idiocy.
To start from the other direction, namely to change hearts and minds without spending one dollar on aid, may possibly result in a former enemy that comes to it's senses. Aiding them before the change takes place is merely America being played the fool.
Why do corporations that export want this foreign aid to happen ? Duh. Those are U.S. (tax) dollars flowing to a foreign nation, which are then going to be spent on the products and services that the corporation exports. Rather than wait for the foreign nation to earn the U.S. dollars through it's own exports, they manipulate the Congress into lending and if need be, forgiving the loans. Many people seek easy money; big corporations simply have leverage in Congress to help them in their quest for it. And the big trouble is that most big corporations then turn right around and outsource the jobs required to produce what they sell to other nations. This all leaves Americans with no jobs and no national security.

Just goes to show ya, that even who we think is the staunchest conservative has some mistaken ideas. Doesn’t seem to take long for that “One World” virus to invade after short exposure in DC.
One goal of R2 should be to abandon DC and move the Capital to Kansas and every hundred years move it again. Wonder how long holders people would hang out in DC after the free hog trough reparations is not perpetually refilled to running over?

Leadership can mean different things.
Leading by example ? Great, no money spent.
Leading by dumping hundreds of billions over the years into the IMF and World Bank, which they then disburse as they see fit ? Scam.
If U.S. banks made the decision on their own to lend money to entities in other countries that would be free enterprise and legitimate as long as all laws are followed.
Why, I wonder, did these "third world" nations not limit their pursuit of capital in the capital markets to the private sector ? Because they are a nonsensical risk who has a good chance of not paying back what they owe.
Mr. big business still wants to sell to the third world nations, though: equipment, construction, consumer products, etc. But there's a hitch - all those hundreds of millions of "consumers" don't have any U.S. dollars !
Now for another "leadership" question. Where does our "leadership" stand on issues of tryanny and immorality and corruption run amok ? Answer: mr. big business does not care if millions are being tortured and killed. Mr. U.S. politician can neatly say "we should not intervene in the internal affairs of another nation". Ergo, mr. big business keeps on selling.
The theory is that if the citizens of these nations controlled by barbaric idiots become used to having a nice suburban lifestyle with a lot of American products and culture, they'll come around to demanding a lifestyle of peaceful complacency like many in Western nations have.
The theory is wrong, however. Anyone who believes that socialism/communism or anarchy is good will hate those who want freedom. Also muslims will still hate non-muslims, since muslim clerics teaching from the koran every week never renounce it's violence towards non-muslims. No matter how wealthy the citizenry of a nation becomes, hatred and lies can easily exist along with economic prosperity. America is proof of this: despite the highest standard of living in history by far, there are still American citizens who hate the very freedoms which brought their prosperity. Many think free enterprise is their enemy and many hate the true Christian faith and constantly oppose and persecute it. Various muslim countries have vast wealth but refuse to give up their underlying hatred of Western civilization and the Bible; so much so that anyone caught preaching the Gospel in those nations can be subject to legal punishments including death.
Prosperity does not automatically bring about morality and poverty does not automatically bring about immorality. Many poor people are moral people and would not steal even though they are poor. The university-educated "globalist intelligentsia" rejects the Bible and has no moral guide, they are moral relativists who primarily serve money.

I can get over the DREAM Act as a disagreement on a single issue, but the one worlder issue is what I can never forgive. That takes an underlying philosophy that is as destructive to America as Obama himself.
