Sixteen New York City public school teachers have been singled out by education officials for pervy classroom behavior — but they can’t be fired, the Daily News has learned.
One instructor allegedly bent a kid over a chair and thrust into him from behind, saying “I’ll show you what is gay.” Another couldn’t stop calling girls in his gym class “sexy.” And yet another is accused of telling a student: “I slept with your mother last night.”
Fourteen of the shady instructors are still working with city kids — and two of them have been yanked from the classroom after being accused again of inappropriate behavior.
While the city announced in March that officials are moving to can eight other staffers, officials said state law prevents them from booting these 16 instructors because independent arbitrators already decided their offenses were not cause for firing.
“If I had my way, these teachers would no longer be in the classroom,” said Walcott, who added that “common-sense reforms” would grant him the power to fire instructors who misbehave.
The teachers identified by Walcott range from a 30-year veteran who earns just over $100,000 to a mid-career instructor with eight years on the job who earns under $70,000.
The actions of one of them — William Scharbach of Public School 299 in Queens, who allegedly rubbed male students and lifted them by their collars — “at best, give the appearance of impropriety, and at worst, suggest pedophilia,” wrote arbitrator Paul Zonderman. The same could be said for many of the accused instructors, who were brought before independent arbitrators to decide their punishments.
The arbitrators — state-appointed attorneys who are paid daily rates of $1,000 to $1,800 — opted to let the instructors keep their jobs, and instead handed out a range of lesser punishments.
Teachers union president Michael Mulgrew said education officials could have taken additional steps to fire the teachers singled out by Walcott.
“If the Department of Education believes that the hearing officer has made an egregious error, it can appeal the arbitration decision to the state courts,” said Mulgrew.
But Education officials said that the legal standard for overturning an arbitrator’s decision is very difficult to meet — and none of the cases would have met that standard.
The city has in the past removed teachers permanently from the classroom when they failed to win over a hearing officer.
Education officials have increased scrutiny of school staffers following an alarming spike in arrests of agency employees this year — including at least seven for sex crimes....

EDWARD CASCIO, reassigned away from the classroom because of a new investigation. Accused of asking a male student to send nude photos of a female student and receiving the photos.
ERIC CHASANOFF, Flushing High School. Accused of telling a student “words to the effect of, if it's not going to get me in trouble I would kiss you."
MICHAEL DALTON, reassigned away from the classroom because of a new investigation. Accused of tickling students on their stomachs, placing students on his lap and kissing a kid's forehead.
LAURA DELLATTE, PS/MS 194 in the Bronx. Accused of repeatedly texting a student inappropriately.
GENAYE ESPOSITO, Junior High School 14. Accused of sexual relationship with male student. Took boy shopping and to movies.
TATEK EWART, pool of substitutes. Accused of sending love poems to a student Pete Rosado, IS 219 in the Bronx. Accused of telling kids a fellow teacher had a "sexy butt," tickling kids on their bellies.
STANLEY FELDMAN, Boys and Girls High School. Accused of telling girls in class they look “sexy” and showing one female student a raunchy cartoon on his cell phone.
ALEXIS GRULLON, pool of substitutes. Accused of showing a student a picture of himself without a shirt, telling a student she looked "like a cow" and telling a student he was cheating on his wife.
WILLY LARAQUE, George Washington Carver High School. Accused of bending a student over a chair and thrusting into him from behind, saying "I'll show you what is gay."
KASTRIOT NDREU, Bronx Aerospace. Accused of calling one student 39 times, texting the student to say "I think of you every day" and going to the student's place of work and sitting and staring at him.
PETE ROSADO, I.S. 219 Bx. Accused of telling student “I slept with your mother last night.” Also accused of tickling bellies and legs.
WILLIAM SCHARBACH, pool of substitutes. Accused of picking up a student, sitting the kid on his lap, rubbing his back and patting his buttocks.
NORMAN SIEGEL, pool of substitutes. Accused of "humping himself" against girls in class.
ANDREW TROUP, PS 96 in the Bronx. Accused of telling a kid he loved her and that he'd dreamed about
Here’s another one. Well, sixteen actually, but the number will rise again, so what’s the point in counting?

The “public school” is BY FAR, the largest, most expensive, most subversive, and most destructive entitlement program in the country.
The “public school” is better understood as the “government school collective”.
It is silly to imagine that you can fix the public schools, because the very concept itself is communist.
Any child that comes out of the government school collective with their moral compass and common sense intact does so in spite of the government school indoctrination, not because of it.
If you want to win the culture war, have lots of children (see my tagline) and homeschool them or form your own school cooperative with your church or synagogue and like-minded friends and relatives.
Nobody loves your children more than you do.
Nobody can teach your children like you can.
Your children would love nothing better than to be taught by you, if you start doing so before they are corrupted by the government school collective.
It is hypocritical for you to submit your children to an authority with whom you fundamentally disagree. And your children will know it.
If you have children, make whatever sacrifices you must to get them out of the public schools.
DO NOT FEED THE BEAST!

Actually, none of them need to be fired. Based on their antics....just call the cops and report them. Let the local prosecutor bring them in for a charge or two...you just need one conviction of “endangering a child” and then the school and the union can agree that this individual can’t stay in a public school. The laws already exist...just enforce them.

It's surprising that anything is considered "inappropriate behavior" in the cesspools of decadence (i.e. "Liberalism" in newspeak)
Another problem is that deviant behavior has become more acceptable--now that Western Civilization is in an advanced stage of decadence--and those inclined toward it are less inclined to stay in the closet.
However such behavior was going on when I was in school decades ago.
Pedophiles were there, but they were careful to stay deep in the closet.
There was a female teacher who, it was rumored, had a prolonged affair with a young teen-age male student, who was older than me. Once in a movie with my mother, we happened to sit behind this teacher and the boy. I knew who they were, but my mother didn't. They began to snuggle--in today's jargon "inappropriately". My mother was shocked--nudged me--and pointed for me to see--shocked that anyone would behave like that in a movie theatre. I whispered to her their names, told her that the woman was one of the school teachers and the boy a student. My mother was shocked into disbelief! She was completely dumbfounded. She did nothing other than gasp in disbelief. Years later I mentioned the incident to her occasionally--just to horrify her. She was still stunned. (My mother was naive to say the least.)
I know of at least one other boy who had a sexual affair with a female teacher, in junior high school.

This one jumped out at me. Without more detail this could be innocuous. However, because of the rest of the cases, it has to be taken seriously. It is sad because as humans we need contact. We need pats on the back and hugs. Because of perverts though, thoughtful adults need to take a hands off approach to teens and children.

I have one better. Have that teacher bring a Bible or say a prayer in the school and they are gone in a New York minute.
OK, I'm old at 53, but in my day, only females taught girls gym. Why are guys teaching gym class to girls? I'm lost here. Or is he transgendered or something?

This sort of thing has been routine in the NYC School
system for 30 years.
