Your post 46 is correct. Unlike what you see on TV where the Feds come in and take over a crime scene, the Sheriff ranks higher.
Sheriff Joe has the legal grounds to arrest and detain the Feds if he so wishes in his jurisdiction. If they interfere with an active investigation or attempt to subvert the authority of the Sheriff, he’s got the grounds.
