Congressional Black Caucus Chairman to ask Boehner to enforce House dress code across the board

WASHINGTON – Congressional Black Caucus Chairman Emanuel Cleaver (D-MO) plans to send a “friendly, hand-written” note to House Speaker John Boehner (R-OH) asking him to enforce the House dress code across the board, he told Fox News Wednesday night.

Cleaver says he made the decision to contact Boehner after the incident where Rep. Bobby Rush (D-IL) wore the hoodie to the House floor today. Rep. Rush was escorted from the House floor because the House dress code prohibits hats.

Cleaver says that some CBC members believe that Rush was unfairly singled out because the House routinely allows other members to go to the floor without the proper attire and they are never removed.

“Whenever rules are not enforced, you create the opportunity for somebody to believe they have been singled out,” Cleaver said. “You see during late night votes, people stand in the back with jeans and no jackets and no ties.”

Okay, okay, okay, Boehner - it really is simple. Draft a bill as an extention of the dress code not allowing hoodies on the House floor. Poof - this will send Sharpton, Jackson, Sheila Jackson Lee, and the rest of the black racist caucus into orbit - MISSION ACCOMPLISHED!!!

The rule dates back to 1837.“Clause five of rule 17 prohibits the wearing of hats in the chamber when the House is in sessionEvery member shall remain uncovered during the sessions of the House.”

Comportment

5. When the Speaker is putting a question or addressing the House, a Member, Delegate, or Resident Commissioner may not walk out of or across the Hall. When a Member, Delegate, or Resident Commissioner is speaking, a Member, Delegate, or Resident Commissioner may not pass between the person speaking and the Chair. During the session of the House, a Member, Delegate, or Resident Commissioner may not wear a hat or remain by the Clerk’s desk during the call of the roll or the counting of ballots. A person on the floor of the House may not smoke or use a mobile electronic device that impairs decorum. The Sergeant-at-Arms is charged with the strict enforcement of this clause.”

There is a reason behind the law.In the institution’s early years, Representatives and guests in the galleries routinely donned their hats while the chamber was in session—a custom that hearkened to British Parliament. http://artandhistory.house.gov/highlights.aspx?action=view&intID=430

Yes, with budget surplus, unemployment at 2%, and gasoline prices back down to $2/gallon Congress can afford to wear hoodies on the floor and feign outrage over a dress code.

535 pillories along the National Mall would be a good start!

John M. Patton of Virginia defended “the really harmless but apparently indecorous practice of wearing our hats” as a manifestation of the House’s resolute rejection of presidential meddlesomeness.”

LOLOLOL - I doubt I am related to this guy, but I sort of wish I was.

I never get people wearing hoodies. It makes it difficult for the wearer to see someone sneaking up on them since they have no peripheral vision. They might as well be a horse with blinders. Besides that, they look like punks.

The rules require business attire. A hoodie isn’t business attire. It isn’t even business causal. The speaker used the wrong rule. The hat rule is interesting and limited, but the business attire rule is pretty specific. In all the businesses I’ve worked for it’s a coat and tie. It can be a sport coat but the slacks can’t be jeans. High tech companies and some others have some very relaxed rules of what business attire is, but they are unusual in that area.

When I heard about the hoodie and sunglasses on the radio, I was reminded of the Unabomber.
