A lawyer for the Washington Legal Foundation said the Obama administration "tends to favor the interests of plaintiffs' lawyers who want more opportunities to sue corporations."

Yes the plaintiff trial lawyers lobby is very pro Democrat and so are the individual members. They are in the top 10 of lobbies which support Democrats.

As this article points out, Obama’s solicitor general is for the plaintiff lawyers in trying to find more way to sue US businesses:

“The railroad case was the second Supreme Court tort case in two days - argued or decided - in which the Obama administration had filed an amicus brief supporting the plaintiffs. They also filed an amicus brief in Kiobel v. Royal Dutch (an alient tort statute case), which was argued before the Supreme Court on Feb. 28.”
