He didn’t even sip the water. The toast SHOULD have been made properly....and not with water.
Proper etiquette: “Although traditional, alcohol is not necessary to perform the toast. Sparkling fruit juice, punch or even pop may be used. NEVER (my caps) make a toast with the water glass, coffee or tea. In some countries to toast with water is considered bad luck.”
