It might be equivalent to what the Imperial Japanese called anyone in japan who opposed what the crazy Imperialist were doing when drunk on war power during WWII, they called such Japanese dissenters as 非国民 (hikokumin), or non-people, non-citizens (yes, the "kempeitai" watched them closely).
