Al-Qaida Still Planning Attacks in Germany
SPIEGEL.de - SPIEGEL Online International ^ | 12/13/2011 | By Holger Stark [Translated from the German by Josh Ward]

PHOTO CAPTION - SNIPPET: "Officials believe that more members of the so-called Düsseldorf cell may still be at large."

SNIPPET: "Halil S. is a man who knows his way around computers. When he went online..."

SNIPPET: "German security officials allege that the 27-year-old is the fourth member of the so-called "Düsselfdorf Cell." The group is believed to be the al-Qaida cell currently active in Germany and tasked with carrying out a major attack in Europe.

Three other members of the cell, Moroccan Abdeladim el-K. and two accomplices, were arrested in late April and are being held in custody. Authorities believe that S. worked to carry forward their plot. In May, he tried to make direct contact with Anwar al-Awlaki, the American citizen and al-Qaida propagandist killed in a CIA drone attack in Yemen in late September. Calling himself "Abdullah," S. raved to him about automatic rifles and spoke about an attack using explosives. He also spoke of his illicit plans to raise money. From Yemen, he received both advice and instructions."

SNIPPET: "S. was born in Gelsenkirchen, in the state of North Rhine-Westphalia, and studied mechanical engineering."

SNIPPET: "Investigators suspect that Halil S. belonged to a circle of young volunteers that K. surrounded himself with. On a USB stick, investigators also found a letter that K. had apparently written to Atiyah Abd al-Rahman.

In it, he wrote: "Oh, our sheik, praised be Allah. German intelligence services have been informed about me." This knowledge led K. to alter his appearance and to change the address of his official residence. "I am training some youths from Europe who are clean when it comes to security matters," he wrote, adding that he wanted to "leave behind brothers who will carry on with the work." "

SNIPPET - quote:

THREATS TO SAFETY AND SECURITY: German authorities are vigilant in combating terrorism and other threats to security. They have uncovered specific threats and prosecuted suspects, though Germany itself has been largely free of terror incidents. However, like other countries in the Schengen area, Germany’s open borders with its European neighbors limits its ability to track suspect individuals entering and exiting the country with anonymity.

Germany’s robust democracy is often expressed in large, public demonstrations on a variety of political and economic issues. Such demonstrations are common on politically significant holidays, such as German Labor Day on May 1, and during international summits hosted in Germany. In order to stage a demonstration, groups must obtain prior police approval, and police routinely oversee participants and passersby. Nonetheless, these demonstrations can attract counter-demonstrations and have the potential to turn violent. Avoid areas around protests and demonstrations and check local media for updates on the situation and traffic advisories.

In addition, hooligans, most often drunken “skinheads,” have been known to harass or even attack people whom they believe to be foreigners or members of rival groups. On occasion, U.S. citizens have reported that they were assaulted for racial reasons or because they appeared “foreign.” In addition, U.S. citizens should also exercise caution when congregating in areas known as expatriate hangouts such as restaurants, bars, and discos frequented by high numbers of resident U.S. citizens and/or U.S. citizen tourists, as this could attract unwanted attention from disorganized groups of rowdy patrons seeking to start a fight.

The Germans maybe a bit placid these days, but they are still German. They may not hesitate to get in touch with their genetic desire to lay some serious hurt on these guys if they try to start something.

“Fourth Man Of The ‘Düsseldorf Cell’”
Posted on 2011/12/20
by Florian Flade

SNIPPET: “In Germany, a 27 year-old student obviously felt strongly moved by Awlaki´s sanctioning of crime in the name of Allah to support the Jihad against the disbelievers. Halil S. needed money, enough money to finish with a plot he and his comrades had been planning for months.

On December 8 a police commando of the German special police unit GSG-9 raided a student´s house in the West-German city of Bochum. Halil S. was arrested in his room while he was logging onto the Internet. He is – according to German prosecution – part of the “Düsseldorf Cell”, an Al-Qaida-linked terrorist cell that was busted by German intelligence in April. The “Düsseldorf Cell” consisted of the three men Abdeladim El-K., Amid C. and Jamil S who were all arrested in several police raids. El-K. who is considered to be the head of the “Düsseldorf Cell” was trained in an Al-Qaida camp in Waziristan in early 2010 and was in contact with Al-Qaida ideologue Attiyatullah al-Libi.

Halil S. aka “Abdullah” was recruited by Abdeladim El-K. and was part of a Jihadi supporter network. On April 16 Halil S. visited El-K. in his apartment in Düsseldorf. He handed him a list of 45 names, credit card accounts and passwords – information that was useful for online crimes and the financing of a terrorist attack. German intelligence agents observed the meeting in El-K.´s apartment but were unable to identify Halil S..

When the “Düsseldorf Cell” was arrested, Halil S. decided to move on with the plot that his “Emir” Abdeladim El-K. had planned: building a bomb and carrying out a terrorist attack in Germany.”
