Given the rules and training now being given by the DoJ and HSD, I would say you are 100% correct. Though it’s only a matter of time before the feds shut down the NYPD’s intel ops because they are too effective. Though they’ll be described tp the media as infringing civil liberties and going far beyond the legitimate needs of a municipal PD.
