The Congress has no authority to investigate a state agency except...in those instances where that agencies oversight affects interstate commerce. AKA the revenge of the commerce clause. The second they issued regulations affecting trucks, ships, and trains, they opened the door to congressional inquiry.

Hopefully for once the commerce clause will be used to STOP runaway government.
