I think its a mistake to assume that laywers backed by left wing pressure groups can’t keep a legal process boiling for decades - especially if they are paid by the hour.
The Travellers run any number of scams. A while back some Travellers in Maryland rented a spray truck and went about at suppertime ringing doorbells and telling their prospective victims that they were paving contractors with leftover driveway sealant that they couldn't return to the plant. They offered to seal the victims driveway for about a quarter of the going rate provided they were paid in cash. If the victim agreed, they would happily and neatly spray his driveway--with used motor oil that the recycling plant was paying them to dispose of. It fooled the homeowner for a day or so, and by then they were long gone.
As for streets with no names and houses with no numbers, the Travellers aren't the only ones with those sorts of communities. In Fairfax County VA there is an enclave of midgets that is much the same. You cannot find the place without someone who knows it telling you where it is. It used to be a rite of passage for the local schoolkids to cruise it late at night, which led to some violent altercations. I believe it is gated and fenced now.
