I read this to mean the President is completely clueless/uninformed about what’s going on in America (I’m guessing at least half the population knew of this arrest) OR his spokespeople are big fat liars. Either possibility works for me: neither casts Obama in a particularly flattering light.

That is the first thing that popped into my head. And that is why he will be kept in the U.S. so as not to get him angry and become a snitcher and also to keep an eye on him.
“No special treatment” is under the new rules, which means he will stay.
Also, the U.S. taxpayer will be paying for his upkeep. Call it “hush money.”
