True, that must have been how it passed in the first place.
Still you never saw the Republican House under GWB try anything like that by sticking it in other bills (as the current house fights the Democrat Senate.) Instead Tom Delay and Bush went for the ‘buy voters’ short term strategy.
Worse yet they simply re-authorized the Voting Rights Act in Fall of 2006 with NO changes to get it out of the way, and lost minority voters anyway.
He may have a good start but he won’t have a finish he’s gone however he will have gobs of freezer money,he’s going to need it.
Lawyers are rubbing hands now just waiting until election is over.

Hope some of my experience helps.
The primary thing that I have learned over the past 16 years of elections is that if only democrats are there, then fraud is easy. If there is a single Republican at the Polling Place, fraud is a lot harder.
