I am so confused over this....I like the idea but President Clinton passed one in the 90’s and it was ruled unconstitutional. Are we having President Obama try again because it is a different Supreme Court? Republican Presidents don’t support this? So confusing.....

Maybe it was the individual item veto bill.

That was a statutory line item veto. No Balanced Budget Amendment was voted out of the congress in the 90s. It failed by 1 Senate vote.

The problem with that line item veto was it ceded constitutional legislative authority to the executive. Obviously a constitutional amendment can't be unconstitutional.

Reagan wanted a federal line item veto as well as a Balanced Budget Amendment.
