VIPR Searches and the American Citizen: ‘Dominate. Intimidate. Control.’

....Now, thanks to TSA Chief John Pistole’s determination to “take the TSA to the next level,” there will soon be no place safe from the TSA’s groping searches. Only this time, the “ritualized humiliation” is being meted out by the serpentine-labeled Visible Intermodal Prevention and Response (VIPR) task forces, comprised of federal air marshals, surface transportation security inspectors, transportation security officers, behavior detection officers and explosive detection canine teams. At a cost of $30 million in 2009, VIPR relies on 25 teams of agents, in addition to assistance from local law enforcement agencies as well as immigration agents. And as a sign of where things are headed, Pistole, himself a former FBI agent, wants to turn the TSA into a “national-security, counterterrorism organization, fully integrated into U.S. government efforts.” To accomplish this, Pistole has requested funding for an additional 12 teams for fiscal year 2012, bringing VIPR’s operating budget close to $110 million.
VIPR is the first major step in the government’s effort to secure so-called “soft” targets such as malls, stadiums, bridges, etc. In fact, some security experts predict that checkpoints and screening stations will eventually be established at all soft targets, such as department stores, restaurants, and schools. Given the virtually limitless number of potential soft targets vulnerable to terrorist attack, subjection to intrusive pat-downs and full-body imaging will become an integral component of everyday life in the United States. As Jim Harper of the Cato Institute observed, “The natural illogic of VIPR stings is that terrorism can strike anywhere, so VIPR teams should search anywhere.”

The question that must be asked, of course, is who exactly is the TSA trying to target and intimidate? Not would-be terrorists, given that scattershot pat-down stings are unlikely to apprehend or deter terrorists. In light of the fact that average citizens are the ones receiving the brunt of the TSA’s efforts, it stands to reason that we’ve become public enemy number one. And how does the TSA deal with perceived threats? Its motto, posted at the TSA’s air marshal training center headquarters in the wake of 9/11, is particularly telling: “Dominate. Intimidate. Control.”
These rumors often reference to something we’ve dealt with before: A July 2, 2008, speech in Colorado Springs by then-presidential candidate Barack Obama. Obama talked there about building up “a civilian national security force that’s just as powerful, just as strong, just as well-funded” as our military force. But the doomsayers left out the context: Obama was proposing strengthening the Peace Corps, Americorps, the USA Freedom Corps and the ranks of the State Department’s foreign service officers.
Despite our efforts, though, some people have been on the lookout for signs of Obama’s “national security force” ever since, and they think they have found it in section 5210 of the Patient Protection and Affordable Care Act, the health care overhaul recently signed into law by the president. The blogosphere has been ablaze with postings, which often contain references to Hitler, brownshirts, Nazism and the like.
The truth about the new Ready Reserve Corps is a lot less interesting than the conspiracy theories. Before the law was passed, the Public Health Service, unlike other elements of the government’s seven uniformed services, didn’t have a “ready reserve” – a cadre of individuals who could be called up involuntarily in times of need. What it had was a regular, full-time corps of 2,800 doctors, nurses, scientists and other medical professionals, which was the limit under law. It also had a reserve corps. But most of the individuals in the reserve corps, which was larger than the regular corps, were on extended active duty for the duration of their careers; in other words, they worked full-time, just like the regular corps, because they were needed, but the statutory cap prevented the service from bringing them into the regular corps.
The new law eliminates the personnel cap and brings the members of what used to be the reserve corps into the regular corps, which as a result now numbers about 6,600, according to an official at the Public Health Service who spoke to us on background.
And the law creates the ready reserve of individuals who can be called up for service by the U.S. surgeon general in times of need; the aftermath of Hurricane Katrina is often used as an example of an incident that might trigger a call-up.
Officials at the PHS are in the process of developing regulations that will determine how the Ready Reserve Corps is populated, but the person we spoke to said there will be limits on how long individuals could serve on active duty. Those who are activated will be paid for the duration of their service, and the bill provides $12.5 million per year through 2014 for the Ready Reserve.
Frankly, I'm not worried about being herded into a zipcode-determined Concentration Camp by a bunch of AK-47 toting allergists or podiatrists.

Yes, the Ready Reserve makes sense and many people don't know that this is about the Ready Reserve, mainly due to any CLARITY from the White House or the MSM. Just like the Gunrunner/Gunwalker/F&F scandal. One of them is not real, but is a made up MEDIA term. One of them actually worked. And one of them was designed not to work.
So.... You are correct. What is in the health care bill is in reference to having a ready corps of Medical staff.
On the other hand, what Obama/Holder are doing is having a 'network' of ready thugs to use to intimidate the citizenry. Obama and Holder won't be 'directly' in charge of this 'army'. They don't need to. This 'army' is already pre-programmed and has been given a GET OUT OF JAIL FREE card by Holder. They are already performing practice skirmishes (flash mob robberies/rapes/beatings) and they will 'act' as they see fit. They don't need a unified attack plan, as the randomness of their 'acts' helps protect them.
Also, this private 'army' won't be all negro (African-American/Black...both labels are incorrect and made up, which is why I try to use negro), as some might think. It will be diverse, and the only thing they all will have in common is hate.
One thing Hitler did not have, and we do — a lefty Congress without any intention to correct matters.
