In all truth, if we cannot reverse our decline, the former Warsaw Pact nations will look very attractive. Western Europe is far more degenerate even than the US, and the other choices are various flavors - and hazards - of Third World.
People who bring real expertise might find some interesting perches in the the former Evil Empire when they flee the emerging one.
