I believe this relates to the Homeland Security Act of2002, and that Israel has been on the list since it's inception. A problem that might be solved if religion could be factored in, but it can't.

Countries may have been included on the list because of the backgrounds of arrestees, not because of the countrys government itself.
“backgrounds of arrestees?” Just how many Israelis have been arrested? and arrested and charged with a crime?
Maybe later, I looked quickly for one and couldn’t find it. However I remember a number of articles at the time complaining about the “inconvenience” Israelis were going to getting visas to the US. Particularly kids who were coming here for the summer to work at camps, and students with attendence deadlines, since months were added to the approval process. It may have been another “designation”, and the process may have been streamlined since I haven’t heard the complaints for years. But it was definitely a problem caused by Israel being grouped with other at risk states. AKA those with large Arab/Muslim populations, though we wouldn’t say that directly.
When you have a moment, but seriously, I don’t think you will find it. This is one thing I am sure of. They have always been considered a partner. It would be like placing the UK on it. Although, their country has had many more problems with their citizens than Israel.
Whatever the problem, some common sense could solve the problem.

The visas are dealing with people as individuals. There are many Arabs there that may use their Israeli passport for nefarious purposes. But, the list refers to countries whose governments condone criminal and/terror related activity. It’s a huge difference.
Israel does not belong on this list.

No, Israel doesn’t belong on the list, however this has been a issue for years. Ironically I can recall some threads from a few years ago when Israel refused to let some individuals from Gaza travel to the US (which requires entering Israel or Egypt) for their free college education due to their connections with terror groups. The State Dept. screamed bloody murder, and Israel backed down. Which makes sense, if the US wants them, let them leave Gaza.
Israel gives terrorists due process in its courts. Does that make them guilty of harboring terrorists. Talk about double speak! The Obama administration is truly perverse.

WTF is right BTTT. The only way Israel might remotely produce terrorists is by bombing the crap out of their brothers and sisters for lobbing a mortar round at them. The only way Israel might remotely protect terrorists is by preventing the hardcore Israeli populace from running the whole East Jerusalem, West Bank, and Gaza Strip crowd into the surrounding countries, where their Islamist attitudes would be a better fit.
Obama in the Oval Office is a danger to our country.
But Oslo demands that we promote, produce and protect terrorists. We’re supposed to give them their own country and go live under the sea.
